The only mission I have found it to be exceptionally useful on is "Backup, Back Down" in which you can do incredibly fun drive-by extractions of the vehicles. I unlocked the blasted thing and waited 2 hours. There's only 8 shots and no way that I know of to resupply without respawning D-Walker entirely. Personally, I don't see how it is useful enough to justify the rank restriction. Using it restricts the mission score to rank A or below. Its research unlocks after Fultoning 1000 things.
